The SPIID Projects

The State Programme for Industrial & Innovative Development of Kazakhstan (SPIID) 2016 -2019 serves to stimulate the diversification and improve competitiveness of the manufacturing industry.

Programme Goals:

advanced development of the manufacturing industry
efficiency improvements and increased value addition in priority sectors
expansion of markets for non-commodities


increase of productive employment
giving a new level of manufacturability to the priority sectors of the manufacturing industry, and provide a basis for the future development of the sectors through the formation of innovation clusters

KEGOC JSC
Atyrau refinery renovation and modernisation (construction of advanced oil processing centre)

Pavlodar Petrochemical plant modernisation

After project completion, it is planned to increase top-bracket gasoline production up to 40%. 
Shymkent renfinery renovation and modernisation

"Beineu — Bozoi — Shymkent" gas pipeline construction

Integrated Gas Chemical facility construction Phase 1

Commissioning polypropylene unit with 500,000 tons annual capacity in Atyrau region.
The project is aimed at increasing refinery yield for Tengiz field crude oil and creation of basic products for a wide range of industrial and consumer product manufacturers.
90% of products will be exported, remaining 10% will be used to develop local polymer product manufacturers distributed by small and medium enterprises.

Integrated Gas Chemical facility construction Phase 2
