The Future of Public Councils in Kazakhstan to Have Been Discussed in Samruk-Kazyna

Samruk-Kazyna stands for strengthening the dialogue between the government, business and society in Kazakhstan. To do this, public councils (PC) should work effectively under large companies and government departments.

This was stated by representatives of the Fund at the strategic training session “Organization of Activities and Goal-Setting of Public Councils in Kazakhstan” held today. Its organizer is Eurasian Expert Council NGO. The session was held as part of implementation of the project of Center for Support of Civil Initiatives NGO of the Ministry of Education and Science of the Republic of Kazakhstan – “Increasing the Potential of Public Councils”.

The Samruk-Kazyna Fund acted as a single discussion platform, bringing together representatives of the authorities and the quasi-public sector: Ministry of Information and Social Development of the Republic of Kazakhstan, Baiterek Holding, Center for Support of Civil Initiatives, Civil Alliance of Kazakhstan, Otbasy Bank, KazAvtoZhol, KazakhExport, National Information Technologies, Kazakhstan Engineering and others.

They discussed how to achieve the effective operation of the PCs in modern conditions. The regulatory framework regulating the work of such councils and the latest amendments to the Law of the Republic of Kazakhstan on Public Councils were presented. The subject of the conversation also became ways to measure public mood and ways to control the activities of corporations. It was especially noted that the activities of Kazakhstani PCs should comply with the international standards: for example, the methodology developed by the UN Development Program.

Bolat Zhamishev, the Chairman of the Public Council of Samruk-Kazyna JSC said that the PCs could not solve all the problems of corporations, but create a dialogue platform between their management and the civil society: “This is an open platform which always provides with an opportunity to ask where this or that proposal is, whether it will be implemented. If the answer is yes, the public council has the opportunity to monitor the implementation of the decisions that are proposed, based on the opinion of representatives of the civil society and experts”.
