Today in Astana the Chairman of the Presidium of the National Chamber of Entrepreneurs of Kazakhstan «Atameken» Timur Kulibayev and CEO of «Samruk-Kazyna» JSC Umirzak Shukeyev have signed an agreement to promote and maximize the support of domestic entrepreneurs.

The joint work will focus on three main areas: concluding long-term contracts between local producers, ensuring the transparency of planned and carried out procurement, and monitoring prices of goods, works and services and the share of local content.

Chairman of the Presidium of the NCE «Atameken» Timur Kulibayev said that under current conditions the entire system of public procurement including procurement of national companies needs urgent renovation and calibrated system approach.

«I think that the financing for the business should be based on the principles of transparency and efficiency. Thanks to this agreement, the procurement system of «Samruk-Kazyna» should be available to domestic companies - manufacturers and suppliers. National Chamber representatives across the country as a part of commissions should ensure maximum transparency and openness of the tenders. All businesses expect difficult times and the importance of long-term contracts are now more relevant than ever,» the chairman of the Presidium of the NCE “Atameken” Timur Kulibayev concluded.

«Over the past years, we have worked systematically to improve the efficiency and transparency of the procurement system, focusing on local content. The long-term contract – is one of our measures to support local entrepreneurs in terms of increased competition. As part of the transformation program the Fund has developed a new procurement concept, one of whose goals is a systematic work to improve the quality of supplied goods and services. We intend to carry out this work in cooperation with the National Chamber,» Chairman of the Board of «Samruk-Kazyna» JSC Umirzak Shukeyev noted.

New procurement concept of the Fund group is designed in accordance with WTO rules and conditions of the EAEU. This project aims to achieve savings of 380 billion tenge per year and provides introduction of proven experience in international companies pre-qualification tool, categorizing and centralizing the procurement process similar goods at different levels.

Under the agreement, sectoral working groups on the conclusion and monitoring of long-term contracts with domestic commodity producer will be created. Representatives of the NCE of Kazakhstan «Atameken» will be included as observers in the compositions of the tender commission, the working group on the development and improvement of procurement regulations and the Commission on the review and evaluation of projects under the Program to promote the modernization of existing and creation of new productions for 2014 - 2022.

This work will allow domestic manufacturers to receive a medium- and long-term contracts in the difficult current economic situation and be able to increase the strength of competition in the framework of Kazakhstan's WTO accession.
