“Samruk-Energy” JSC announces the initiation of open two-stage competitive bidding of several large assets. The assets considered for bidding this time are: 100% stake in “East Kazakhstan Regional Energy Company” JSC, 100% stake in “Aktobe” CHP, 78.64% stake in “Mangistau Electricity Distribution Company” JSC and 100% stake in “Tegis Munay” LLP (including 0.05% stake in “Mangyshlak Munay” LLP).

«East Kazakhstan Regional Energy Company» JSC distributes electricity in the East Kazakhstan region. «Aktobe CHP» JSC produces electricity and thermal energy in Aktobe. “Mangistau Electricity Distribution Company” JSC transmits electricity in Mangistau region. “Tegis Munay” LLP explores and extracts gas from the field «Pridorozhnoe». 

According to independent estimates, the initial price of 100% stake in “East Kazakhstan Regional Energy company” JSC is KZT 9.5 billion; 100% stake in «Aktobe CHP» JSC - KZT 7.7 billion; 78.64% stake in “Mangistau electricity distribution company” JSC – KZT 7.3 billion; 100% stake in «Tegis Munay» LLP (including 0.05% stake in  «Mangyshlak Munay» LLP) – KZT 16 billion.

Under the terms of auction prepared and approved by «Samruk-Energy» JSC, potential buyers need to maintain the activities of energy companies and fulfill the investment obligations.

On the first stage, the bidding applications for sale of “East Kazakhstan Regional Energy Company” JSC are accepted until 15.00 hours on January 9, 2017, for «Aktobe CHP» JSC- until 15.00 hours on January 16, 2017, for 78.64% stake in “Mangistau Electricity Distribution Company” JSC- until 15.00 hours on January 9, 2017, and for “Tegis Munay” LLP- until 15.00 hours on December 12, 2016.

Based on the results from the first stage bidding, «Samruk-Energy» will decide on the list of bidders who meet the relevant qualification requirements and criteria for evaluation of bids in the second stage.

Results of the second stage for the sale of “East Kazakhstan Regional Energy company” JSC will be announced on January 25, 2017; «Aktobe CHP» JSC – on February 1, 2017; 78.64% stake in “Mangistau Electricity Distribution Company” JSC- on January 25, 2017; «Tegis Munay» LLP – on December 26, 2016.

Potential bidders may find detailed information on the assets of «Samruk-Energy» JSC in the data room after signing a confidentiality agreement.

Energy assets are placed for the sale within the privatization plan for 2016-2020. The mechanism on realization of assets has been accorded approval by the State Commission for Modernization of Economy of Kazakhstan.
