«Adaldyk alany» project office to open in «Samruk-Kazyna» JSC

Today, the opening of the «Adaldyk alany» project office took place in the «Samruk-Kazyna» JSC with the participation of Akhmetzhan Yessimov, CEO of the Fund and Alik Shpekbaev, CEO of the Anti-Corruption Agency of the Republic of Kazakhstan. The project office was created with the aim of eradicating corruption prerequisites to promote the ideology of integrity and strengthening public control in the corporate governance of the Fund's group of companies.

Public control was noted by the Head of State during the Forum for Supporting Domestic Entrepreneurs Samruk Business Forum, as an obligatory tool for effective and transparent privatization of the Fund's facilities until 2025. During the discussion of joint actions, A. Yessimov noted that the Fund actively participates in the implementation of the state's anti-corruption policy and conducts a detailed analysis of all business processes most susceptible to corruption risks. The holding has gained extensive experience in this area.

As the head of the Fund emphasized, procurement has always been considered the most corrupt area. The measures taken by the Fund have significantly reduced these risks. All purchases of the «Samruk-Kazyna» JSC group are currently carried out transparently in a single electronic system, which excludes direct contact between the customer and the supplier. Anyone can familiarize themselves with procurement plans, results of tenders and concluded contracts. “All grounds for conducting purchases from one source have been radically revised. Due to this, only in recent years, purchases from one source have been reduced 5 times. The number of competitive purchases has increased 6 times. This made it possible to significantly expand the competitive environment for business, while ensuring their openness”,- A. Yessimov said. Note that, an option has been introduced that allows signing contracts electronically since the beginning of 2020. Also, an electronic form for signing acts of work performed and a module of electronic appeals have been introduced, which gives bidders the opportunity to send complaints about violations to the Fund online.

The CEO of «Samruk-Kazyna» JSC noted that one of the most important tasks for the Fund is to ensure transparent recruitment of highly qualified specialists. For this, a multi-stage system for the selection of candidates was introduced, including independent testing and assessment of personal qualities. In addition, the Fund successfully operates the Zhas Orken and Digital Summer programs, which allow the selection of the best students of domestic universities in various specialties.

 As a result of all these measures, staff turnover in 2020 was halved compared to the previous year. In turn, the CEO of Anti-Corruption Agency A. Shpekbayev positively noted the Foundation's desire to start serious anti-corruption reforms within the open «Adaldyk alany» project office and the cultivation of integrity. «Samruk-Kazyna» JSC is one of the first entities in the quasi-public sector to adopt the experience of the Adaldyk Alany project, so this is proof of the commitment of the Fund's management to the principles of corporate integrity. In order to strengthen it, it is especially important to build an intradepartmental system of prevention”,- A. Shpekbaev noted.

 According to the participants of the event, independent anti-corruption compliance services and anti-corruption standard ISO 37001, which have proven themselves in international practice, are an effective mechanism for preventing corruption and monitoring compliance with corporate integrity standards. At the end of the event, the parties signed a Memorandum of Cooperation on Combating Corruption.
