Today, Samruk-Kazyna hosted a press briefing of Samruk-KazynaConstruction, the unified directorate for the targeted construction of the national project “Comfortable School”. Its management announced the start of a tender for the purchase of complex works for the design and construction of turnkey schools and answered questions from the media.

Applications are accepted until March 17, 2023. Applications from contractors are accepted electronically on an open online portal skcn.qaz.network. For greater transparency, the competition commission included not only representatives of SK Construction, but also independent observers from Atameken NCE, akimats, the Public Council of Samruk-KazynaJSC and the Ministry of Education of the Republic of Kazakhstan.

In total, 401 new schools are expected to build throughout Kazakhstan underthe national project. In 2023, the construction of 221 of them will begin. The competition has already been announced for 187 objects that need to be completed in 2024. Replacement of land plots for 31 schools is currently discussed with the MISD and ME of the Republic of Kazakhstan.

In order to take into account the comments and include the proposals of the Kazakh business, a preliminary discussion of the tender documentation for the purchase of complex works for turnkey design and construction took place on February 10-15. In total, 227 appeals were received from the business community. Also, since February 15, the management of SK Construction has held a series of meetings in the regions of Kazakhstan, gathering the opinions of regional entrepreneurs.

According to 44 appeals and comments, after a preliminary discussion of the tender documentation, it was decided to make changes to the tender documentation. The requirements for potential suppliers have been excluded and changed: on the absence of a rehabilitation procedure, on the presence of court proceedings under concluded contracts related to the main activity, on availability of qualified employees with at least 5 years of work experience. The number of required employees for all categories of licenses has been reduced: for the 1stcategory of license from 16 to 7 people, for the 2nd category of license from 11 to 4 people, for the 3rd category of license from 6 to 4 people.

The amount of special equipment required has been changed downwards,their characteristics have been changed from precise to more flexible. In addition, multi-apartment residential complexes are included in the qualification requirements for confirming the area of commissioned facilities. Comments have been adopted regarding the extension of the deadline for securing the execution of the contract and the refund of the advance from 10 working days to 20 working days.

The requirements for providing advance security (prepayment) and acontract from the allocated amount for the corresponding financial year, and not from the total amount of the contract, have also been changed. The rules for providing notarized documents are excluded, with the possibility of providing electronic documents to the procurement web portal.
