Today, a meeting of the Public Council of Samruk-Kazyna JSC dedicated to the Group procurement was held in Astana.

For the first time, the meeting was held in the form of public consultations. Public consultations are a process when public councils inform citizens and society about their intentions, for example, to amend or adopt new regulatory legal acts or other initiatives, and receive feedback and suggestions.

The meeting gathered about 80 people, including the management of the Fund, portfolio companies, business associations, public and government figures, experts and others.

Nikolai Kazutin, the Managing Director of Samruk-Kazyna JSC, spoke about measures on supporting domestic manufacturers and increasing the share of offtake contracts in the procurement of the Fund Group. The President Kassym-Jomart Tokayev previously instructed to increase the share of offtake contracts with domestic manufacturers.

The Fund’s procurement includes 14 measures aimed at supporting domestic production, the key of which is the Offtake Contracts Program.

This year, KPIs will be set for managers of portfolio companies onincreasing the share of such contracts at the level of at least 10% of the total volume of goods.

“We have worked on extending the participation period in the Offtake Contract Program from 5 years to 10 years. We have intensified the work on fillingthe pool of goods for import substitution. Currently, the number of positions is 3,909 for a total amount of KZT342 billion. We will continue to fill the pool in order to increase the number of commodity items. The pool is formed on the basis of a 5-year need”, - Nikolai Kazutin noted.

Since the participants of the meeting showed great interest in the Offtake Contract Program, it was decided to hold an open discussion of the program on the platform of Samruk-Kazyna Contract LLP until March 8, 2024.

Experts and the public were interested in the Group procurement process, the support of Kazakhstani manufacturers, expansion of the functionality of the electronic store SKstore.kz, and new measures on supporting entrepreneurs and others.

Recall that at the last meeting of the Council held in January 2024, taking into account the opinion of public figures, it was decided to hold a separate meeting on procurement of Samruk-Kazyna.

The Public Council of Samruk-Kazyna JSC is an advisory andsupervisory body.

It is established to represent the interests of civil society and to take into account the opinion of the public in discussion and decision-making, to increase accountability and transparency of the Fund's activities.

Tasks and objectives of the Public Council:

- collection, consolidation and consideration of the opinion of the society;

- representing the interests of civil society;

- development of constructive interaction with civil society;

- monitoring the implementation of the Fund's strategies and development plans;

- making recommendations on improving the Fund's activities.
