Samruk-Kazyna JSC to Improve the Procurement Procedure in favor of Domestic Producers

On April 19, 2024, the Samruk-Kazyna Fund met with with representatives of government agencies, JSC NMH Baiterek, National Chamber of Entrepreneurs Atameken, the Fund’s portfolio companies, business associations, Kazakhstani manufacturers and experts on improving the Procurement Procedure.

They discussed at the meeting the changes to the Procurement Procedure approved by the decision of the Board of Directors of the Fund on April 5, 2024, aimed at supporting domestic producers, simplifying procurement and optimizing the timing of procurement procedures, including:

1) strengthening the responsibility of contractors of construction and installation works for non-fulfillment of obligations on purchase of goods of domestic production;

2) compulsory purchase of goods from domestic manufacturers by suppliers of works and services acquired by companies of the Fund group;

3) increasing the threshold amount of purchases through the skstore e-store.kz from 4 to 20 thousand. MCI (KZT74 million) to simplify access to the Fund’s procurement for small and medium-sized businesses (with priority to domestic producers);

4) simplification of the procedure for participation of suppliers in the Fund’s procurement by automating a number of processes, such as providing by procurement participants of technical specifications, electronic invoices, tender support, etc.

They also discussed the innovations of the Program for the creation of new production facilities, which provide for the possibility of concluding offtake contracts for up to 20 years if there is a shortage of products in the domestic market. At the same time, the Pool of goods for import substitution has been expanded to 7,754 items totaling KZT966 billion. At the same time, when concluding the contract, the amendments provide for the possibility of establishing counter obligations to manufacturers, including in relation to large enterprises to create a small business belt around their production.

It should be noted that within the framework of the current Program for 2018-2024, the number of concluded offtake contracts of the Fund amounted to 531 for a total amount of KZT128.5 billion.

This year, KPI targets have been set for the Heads of portfolio companies on increasing the share of such contracts at the level of at least 10% of the total volume of purchases.

In conclusion, the Fund noted that further work on supporting responsible producers will be continued on the basis of the Project Office for the creation of new production facilities. This platform is designed to discuss issues of business participation in procurement.
