Samruk-Kazyna JSC hosted a meeting of the Public Council of the Fund in the renewed composition chaired by Bolat Zhamishev. The management of the Fund, members of the Public Council, experts and public figures attended the meeting. The meeting discussed the results of the Fund for 2024 and plans for 2025. Nurlan Zhakupov, the Head of the Fund, stated that as part of the task to reduce state participation in the economy, the Management Board made a decision to further optimize the structure of the Fund. In this regard, it is planned to submit the issue of liquidation of Samruk-Kazyna Business Service LLP, a subsidiary company, for the consideration of the Board of Directors of the Fund.

“The Fund continues its work on increasing the efficiency and value of the assets of the Fund group, as well as disposing of non-core assets” - Zhakupov emphasized.
The liquidation process will be carried out in accordance with the procedure and terms established by law.
He also announced the performance results of the Fund for the last year. The average annual revenue growth of Samruk-Kazyna from 2021 to 2024 amounted to 13%. At the same time, the Fund paid KZT1.354 trillion in favor of the state in 2024, which is 6 times more than the amount of dividends received from portfolio companies.

In 2024, the Group completed the construction of major investment projects, including the reconstruction of Ekibastuz GRES-1 Unit 1, the launch of Xi’an Transportation and Logistics Terminal, and the completion of gas infrastructure for Almaty Power Complex and others. In 2025, 7 more ate planned to launch. For example, the Taldykorgan-Usharal Main Gas Pipeline will be launched ahead of schedule; it will supply 66 villages with gas. The construction of the second lines on Dostyk-Moiynty section will be completed more than a year ahead of schedule, as a result, the throughput capacity of the section will increase in 5 times. The desalination plant in Kenderli settlement will be put into operation, and others.

In 2024, additional measures to support domestic commodity producers were envisaged. This resulted in signing contracts with DCPs for KZT1.1 trillion, the growth compared to 2023 amounted to 76%. Offtake contracts amounting to KZT191 billion were concluded, which is 10 times more than in 2023.

Samruk-Kazyna implements more than 15 projects that work with the application of Artificial Intelligence. The Fund implements neural learning, computer vision and IoT sensors at production facilities.

The Center for Scientific and Technological Initiatives “Samgau” (a single operator of scientific projects support in the Group) has selected 25 projects worth KZT6.6 billion. 4 projects totaling KZT2.7 billion are planned to be completed by the end of 2025, the effect of their implementation is KZT196 billion over 5 years.


The participants of the meeting asked questions of public interest. The attention of the PC members and experts was focused on improving the Fund’s efficiency, transparency of procurement, and business support.
