The Key Indicators of Samruk-Kazyna JSC to Review by the Board of Directors under the Chairmanship of the Prime Minister of the Republic of Kazakhstan

Olzhas Bektenov, the Prime Minister of the Republic of Kazakhstan, held a meeting of the Board of Directors of Samruk-Kazyna Sovereign Wealth Fund JSC.

During the meeting, the report of the Chairman of the Management Board of the Fund, Nurlan Zhakupov, was heard, including key events, as well as production and financial indicators for Q1 2025. The main indicators are at the planned level.

Special attention was paid to the support of domestic producers. The Fund’s procurement procedure provides for the priority purchase of goods from the DCP, the obligation of contractors/subcontractors to purchase goods from the DCP when performing works and services, as well as more than 16 additional support measures.

Thanks to the measures taken in 2024, contracts worth KZT1.1 trillion were signed with DCP, which is 76% more than in 2023. In 2025, it is planned to conclude contracts for KZT1.4 trillion.

As part of the Import Substitution Program for 2024, Samruk-Kazyna signed offset contracts with Kazakhstani entrepreneurs for KZT191 billion. Compared to 2023, their amount has increased in 10 times.

Another tool for supporting Kazakhstani business is an electronic store skstore.kz. More than 13,000 representatives of SMEs and 500 domestic producers are registered on the platform.

By the end of 2024, the number of orders amounted to 25 thousand in the amount of KZT14.6 billion. The increase compared to 2023 is 7 times.

The Board of Directors also reviewed the implementation of 46 major investment projects totaling about KZT36.4 trillion.

The projects cover priority sectors of the economy and are implemented within the framework of the instructions of the Head of State, state and government programs.

The key events of the reporting period include:

- the start of construction and installation work on the Polyethylene Production project at the Shu, Zhambyl, and Shymkent substations, as part of the project to strengthen the electric grid of the Southern zone of the UES of Kazakhstan and the construction of a gas processing plant in Zhanaozen;

- signing of EPC contracts and the start of construction work on projects for the construction of a sulfuric acid plant and the Moiynty–Kyzylzhar railway line;

- the active phase of implementation of a number of infrastructure facilities, which are planned to be completed by the end of 2025 — the Dostyk–Moiynty railway line, the bypass railway line bypassing Almaty, the container hub based on the port in Aktau, the Taldykorgan – Usharal main gas pipeline, the Kenderli desalination plant, the CASPI BITUM expansion and reconstruction of the diesel hydrotreating plant of the Pavlodar Petrochemical Plant.

The Prime Minister stressed the importance of ensuring the timely implementation of projects that have a systemic impact on infrastructure, energy, transport logistics and industrial development in Kazakhstan.
