Olzhas Bektenov to Hold a Meeting of the Board of Directors of the Samruk-Kazyna Fund with Participation of an Independent Digital Member of the Board of Directors SKAI

Olzhas Bektenov, Prime Minister, chaired a meeting of the Board of Directors of Samruk-Kazyna JSC.

For the first time, an independent digital member of the Board of Directors with voting rights, SKAI (Samruk-Kazyna Artificial Intelligence), took part in the meeting. This neural network, created on the basis of the Kazakhstani language model Alem LLM, was previously presented to the Head of State at the Digital Bridge 2025 International Forum.

The agenda of the meeting considered performance results of the Fund for the first 9 months of the current year.

The attention was placed on the progress of the instructions of the President on the implementation of major infrastructure projects. A plant for the production of wind energy components has been launched in Zhambyl region. A 50 MW solar power plant has been commissioned in Zhanaozen. The first start-up complex for the gasification of Kosshy has been launched. The new infrastructure, with a length of 409 kilometers, provides transportation of up to 32.8 thousand cubic meters of gas per hour. The traffic on the second tracks on the Dostyk-Moiynty section has been put into operation, which will significantly increase the capacity of the railway network, speed up cargo transportation, and create new opportunities for the development of the export potential of the country. A new 302-kilometer Taldykorgan–Usharal trunk gas pipeline has been commissioned. The Fund continues to implement large-scale initiatives in the energy, transport, and digitalization sectors.

The members of the Board of Directors raised a number of questions regarding the performance indicators for project implementation. Nurlan Zhakupov, Chairman of the Management Board of the Fund, reported that overall, there was a steady upward trend in financial indicators. Production results were in line with the target. According to monitoring, the utilization of funds for major investment projects of the Fund group was 99%.

Prime Minister Olzhas Bektanov drew the attention of the members of the Board of Directors to issues related to the fulfillment of the earlier instructions given by the Fund to support domestic commodity producers.

The digital member of the Board of Directors SKAI reported that the Fund’s support for domestic commodity producers increased by 75% in the first 9 months of this year compared to the same period last year. The volume of purchases from domestic commodity producers amounted to KZT721 billion. A total of 7 227 contracts were signed with 497 domestic commodity producers (M9 2024 – KZT411 billion, 414 contracts with 516 DCPs). According to SKAI estimates, the procurement plan for the current year will be significantly exceeded, taking into account the transaction for the purchase of locomotives from a domestic manufacturer owned by Wabtec.

The information on the progress of the presidential initiative “Taza Kazakhstan” was also heard during the meeting. Within the framework of this initiative, employees of the companies of the Samruk-Kazyna group are to plant about 1 million trees. In addition, information on social projects in the field of inclusion, sports, and medicine was presented. To date, over 700 000 people have been provided with social services at 87 facilities, including sports complexes, rehabilitation centres and inclusion support offices. By the end of the year, the Fund plans to open a number of additional facilities, including new sports complexes in Mangystau and West Kazakhstan regions.

Following the meeting, the management of Samruk-Kazyna Fund was instructed to ensure the timely commissioning of infrastructure projects and to intensify efforts to support domestic commodity producers. It is necessary to increase the share of Kazakhstani content in the procurement of goods and services.
