Kazakhstan Temir Zholy assets privatization plan presented publically

In the course of extended meeting dedicated to the big-scale business transformation of the company, the Kazakhstan Temir Zholy (KTZ) Vice-President Kanat Alpysbayev presented the action plan for reorganization and privatization of assets of the KTZ group of companies. “The main step to be taken in the course of our reform is the organizational separation of transportation activity from infrastructure for development of market oriented cargo and multimodal transportation services that would be globally competitive” – Mr. Vice-President said. Such railroad transportation model functions in the EU, Australia and South America.  At present, that the privatization program is ongoing, KTZ sold out non-core businesses and created the market of railroad car park operators and institutionally engineered the separation of transportation from infrastructure, as well as partially introduced the mechanism of state subsidizing of passenger railroad transportation business. In 2016, JSC Locomotive will be used as the basis for the creation of the Cargo Carrier.  In 2017, the Infrastructure Operator will be founded.
The post-privatization target structure of KTZ, considering the development of own infrastructure, is supposed to include 35 companies.  Mr. Alpysbayev said that organizational changes will simplify the management structure, eliminate duplication of functions and transactional losses and introduce more flexible and client-oriented structure.
