He said that in January-July of this year 155 off-take contracts for KZT107 billion were concluded.
This is 7.5 times more than for the whole of last year. Another 24 projects for KZT182 billion are under consideration.
At the same time, since the beginning of the year, 7 532 goods supply contracts for KZT689.5 billion have been signed with domestic producers.
In general, to date, more than 15 measures have been envisaged to support Kazakhstani manufacturers.
These measures concern the entire chain of participation in the procurement of the Fund - from the planning priority and announcement of procurement to the contract execution.
Mr. Zhakupov also named the amendments that the Fund plans to introduce in the procurement procedure as part of the implementation of the Decree of the President on Economy Liberalization:
Reduction of the share of non-competitive procurement. Single-source procurement within the framework of daily and/or weekly needs is proposed to be transferred to procurement by means of request for price quotations with limited participation;
Increase in competitive procurement. It is proposed to introduce restrictions on the possibility of increasing the value of the contract in connection with an increase in the volume of purchases;
Improvement of anti-dumping measures. It is proposed to revise the methodology for calculating dumping on goods;
Exclusion of unfair suppliers from the procurement process. The supplier will have to provide the machinery and equipment that he declared during the tender process at the stage of contract execution.
