Procurement Rules to Have Changed in Samruk-Kazyna JSC

The Head of State Kassym-Jomart Tokayev emphasized the importance of solving the issue of ensuring transparency of the Fund’s procurement. In fulfillment of the instruction of the President of the Republic of Kazakhstan, new rules for competitive procedures were developed. From April 1, 2022, the Procurement Procedure approved in a new edition by the Board of Directors of Samruk-Kazyna JSC on March 3, 2022, will come into effect.  

The procurement procedure in compliance with the requirements of the Law of the Republic of Kazakhstan “On Procurement of Certain Entities of the Quasi-Public Sector” was approved by the Ministry of Finance of the Republic of Kazakhstan.  

When developing the draft Procedure, the Fund held discussions of the document and consultations with the Ministry of Finance of the Republic of Kazakhstan, Agency for the Protection and Development of Competition of the Republic of Kazakhstan, National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken” and the business community, following which the document took into account the main comments of state bodies and constructive proposals of the business community. 

It should be noted that the new Procedure contains a description of all procurement procedures without the presence of reference norms for other documents and is a document of direct action. 

In addition, the grounds for single-source procurement have been significantly reduced, the transparency of the process of categorical procurement management and pre-qualification selection has been increased with the involvement of the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken”, public associations and associations in these processes, new measures have been introduced to support domestic producers and SMEs. 

At the same time, in order to improve the procurement process, the Fund plans to take an active part in the process of reforming the procurement of all regulated entities on a national scale, together with the relevant government agencies and the business community.
