In pursuance of the instructions of the Head of State on development of the Fund procurement system, Samruk-Kazyna JSC has developed a new procurement methodology. A draft of a new Procurement Procedure for Samruk-Kazyna JSC has been published for public discussion on the corporate website. The new procedure provides for the publicity, openness and accessibility of the procurement process in the Fund Group of companies.  

At the suggestion of the Ministry of Finance of the Republic of Kazakhstan, the draft of the new Procurement Procedure contains a description of all procurement procedures without the presence of reference norms and is a document of direct action. 
The key changes include the maximum reduction in the grounds for single-source procurement. The issue of complete exclusion of intra-holding purchases is also worked out. 

In order to ensure transparency of control measures, one of the proposals in the draft Control Rules provides for the placement of control results in the information system – the register of complaints. To date, the portal has implemented the functionality for reviewing appeals. Also, information about the status of consideration of the application, the contact details of the contractor and the terms of consideration are open to applicants.  

On January 26, the online conference on procurement reform was held at the site of Atameken NCE. On January 27, the open online conference of A.M. Satkaliyev, the CEO of the Fund with representatives of the business community was held, at which issues of improving the procurement process of Samruk-Kazyna JSC were also discussed.  It is important to note that all Fund procurement processes, from planning to the conclusion and execution of a procurement contract, are automated on the Fund’s procurement web portal, which is accessible to all stakeholders, as well as integrated with the Single Procurement Window of Atameken NCE. 

All proposals of the business community and civil society activists on the reform of the Fund a procurement system are accepted to a specially created mailbox usynys@sk.kz. About 400 proposals and appeals of citizens have already been received by the specified mail. Including more than 100 appeals specifically on procurement issues. All proposals are structured, analyzed and submitted for discussion with the business community, Atameken NCE and interested government agencies.  
Following the discussion and coordination with the Ministry of Finance and the Agency for the Protection and Development of Competition, new Procurement Rules will be approved. 

Development of the Fund procurement will continue in accordance with the instructions of the President and is primarily aimed at the development of domestic business.
