The Procurement Procedure of Samruk-Kazyna JSC in Action to Have Been Discussed at the Public Council

In pursuance of the instructions of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, a new procurement procedure of the Fund has been developed and implemented. Since April 1, 2022, innovations have been already applied in procurement procedures for goods, works and services. The regular meeting of the Public Council chaired by Bolat Zhamishev has gathered together representatives of Samruk-Kazyna JSC, the public, the expert community, entrepreneurs and other stakeholders. The parties have discussed how the adopted rules are implemented in practice.

 - I have asked earlier the question to what extent the President’s instruction has been fulfilled. The instruction concerned issues that require maximum transparency of procurement. On the other hand, Samruk-Kazyna is also responsible for development of the local content and support of social projects. Therefore, the approaches of the free market, where transparent procedures and procurement in sectors that require support are simply needed, are different. It is difficult to combine them, but it is necessary”, - Bolat Zhamishev has noted. 

Nikolai Kazutin, Managing Director for Legal Support, Counselling and Risks of the Fund, has reported to the Council how exactly the procurement procedure changed. He has noted that the grounds for single-source procurement have been significantly reduced, the transparency of the process of category procurement management and pre-qualification selection has been increased with involvement of the National Chamber of Entrepreneurs of the Republic of Kazakhstan “Atameken”, public organizations and associations in these processes, additional measures have been introduced to support domestic producers and SMEs.

The participants of the meeting, many of whom are themselves suppliers of the Fund’s group of companies, have noted the positive aspects of the implemented procedure. Other recommendations have been made to improve the process, namely in terms of the standardization of workwear, the timing of preliminary consideration and preparation of the technical assignment for light industry. It is proposed to systematize and assess the nature of complaints before the introduction of the new procedure and as of the end of this year to evaluate control systems, to reduce document flow when applying for a tender, to consider additional analysis of the possibility of reducing procurement within the intra-holding cooperation. The Fund is recommended to become a leader in the transformation of procurement databases, not limiting to an electronic store. 

Following the meeting, the members of the Public Council have prepared recommendations and suggestions for further development of the procurement system in the Fund’s group of companies.
