The need to implement systemic measures was emphasized, taking into account the Government’s previously expressed concerns regarding the pace of infrastructure project implementation.

The discussion focused on the implementation of instructions issued by the Government of Kazakhstan in line with the tasks set by the Head of State. Key issues included the development of the country’s transit potential and improving the efficiency of the transport and logistics system. Particular attention was paid to projects that are behind schedule.

The management of Kazakhstan Temir Zholy was tasked with eliminating delays on the Bakhty–Ayagoz project as soon as possible, ensuring resource mobilization, and completing earthworks on the section by November 1, 2026.

Instructions were also given to ensure the timely implementation of projects to construct the Almaty bypass line, as well as the Darbaza–Maktaaral and Altynkol–Zhetygen sections, and to take measures to eliminate bottlenecks at inter-state junctions.

“Delays in strategically important projects are unacceptable. It is necessary to accelerate the pace of work and mobilize resources in priority areas,” Nurlan Zhakupov emphasized.

Additionally, the need to strengthen commercial operations and enhance cooperation with neighboring railway administrations and shippers was highlighted to achieve the 2026 transit target of 55 million tons.

The Fund stressed that the implementation of instructions from the Head of State and the Government remains under close supervision.
