«Samruk-Energo» JSC has found its niche in the new economic policy «Nurly Zhol — a way to the future».
«Along with growth of energy consumption the question of increasing generation and implementing new energy-saving technologies becomes topical»,— stated chairman of the management board of the «Samruk-Energo» JSC Almasadam Satkaliyev during the briefing held in the Central communication service under the President of Kazakhstan on 26 November. Currently there are 14 projects in the investment portfolio of «Samruk-Energo». Their implementation will help to cover the energy shortage and will give new opportunities for social-economic development of the country. Among them 6 projects are implemented within the framework of the State program for accelerated industrial-innovative development: construction of Balkhash TPP; modernization and expansion of EGRES-1; modernization and expansion of EGRES -2 with installation of generating unit № 3; modernization of Shardarinskaya HPP; construction of substations in Almaty and Almaty region; we are completing construction of the first stage of wind farm in Ereymentau with the capacity of 45 MW, which will provide electricity to international exhibition «EXPO-2017».
Professional holiday – the day of Power engineer the company is planning to mark with a long-lasting tradition – we plan to launch after major renovation the generating unit in Ekibastuz GRES-1. This will increase the installed capacity of the plant to 3500 MW. After 19 years of unit shutdown there will be a new line in generation of the plant, which will reflect the performance parameters of the generating unit № 2 with the capacity of 500 MW.
Break-through projects
speaking about the future, «Samruk-Energo» is conducting works on construction of Balkhash TPP in partnership with Samsung C&T. Design capacity of the plant is 1320 MW. Construction of the plant will increase energy security of the country in the long-term period. The technologies, which are used in Balkhash TPP, will increase the efficiency of the generating units and will станции позволит повысить энергетическую безопасность страны в decrease the unit consumption of fuel. Due to higher efficiency factor, savings of coal will be 900 thousand tons per annum compared to the existing plants while generating 10 billion kWh. Significant attention is paid to decreasing the environment footprint.
The wind farm, which is constructed in Ereymentau will be expanded to the capacity of 95 MW. «Within the framework of Energy charter meeting in Astana we are signing the loan agreement with the European bank for reconstruction and development for the second stage of Ereymentau and we will get opportunities for expanding the farm. It is of utmost importance that for the first time in the region this loan will be provided by the clean technologies fund, created by the EBRD»,— explained the chairman of the management board of «Samruk-Energo». According to Mr. Satkaliyev, the company got access to the cheapest money. We are talking about the interest rate of 1,25% per annum with maturity of 20 years, which will ensure both stability of tariffs and general success of implementing the project in the sphere of renewables.
Prepared for maximum
Chairman of the management board of «Samruk-Energo» also assured during the briefing that current winter will not be marked by any interruptions in energy supply. «We have ensured enough fuel and received the readiness certificates, this all guarantees the reliable uninterrupted work», — emphasized Mr. Satkaliyev.
Within the framework of the state program for support of the energy sector for the period of cap tariffs (since 2009 to 2015. — «EK») the amount of funding for «Samruk-Energo», aimed at reconstruction, technical re-equipment of assets, support of the energy generation level and nature conservation activities will comprise about 580 billion Tenge. Within this, in 2014–2015 278 billion Tenge will be allocated for these purposes.
Investments among the generating subsidiaries of «Samruk-Energo» JSC group ensured closing the gaps between installed and available capacity by 842 MW, or 31% (when the generating unit № 2 of GRES-1 will start working this figure will reach 1330 MW. — «EK»). Also there was an increase in installed capacity use factor by 8,2% (from 32,3% to 40,5%). In parallel, a large scale program to decrease the environment footprint was implemented. Just by installing the electric filters on all generating units of Ekibastuz GRES-1 and GRES-2 the effectiveness of ash collection has increased by several times, which will significantly decrease the emissions of harmful substances. Large scale modernization program is also implemented in the distribution sector. The amount of investment on five subsidiary assets, represented by distribution companies in Mangystau, East-Kazakhstan regions and Almaty power center in 2014–2015 will reach 39,5 billion Tenge. Energy security requires serious expenses that is why the power engineers are hoping for new tariffs in 2015.
«For our companies we have applied to the Committee for regulation of natural monopolies and competition protection. Our application is in the scope of 7–8 percent, and we expect a fair and socially responsible decision from the state with regards to the level of our tariffs»,— added «Samruk-Energo» executive.
As the top manager noted, this year two significant factors were noted, which will affect pricing of energy further on in 2015. In particular, the growth of prices of gas and growth of KEGOC tariff. «For instance, the wholesale price of gas in Aktobe grew five times, in Almaty – more than two-fold, and there was a growth of KEGOC tariff due to ensuring necessary revenues level, implementation of a large investment projects, including the third transit line “North— South” through East Kazakhstan. In general, these factors will definitely affect the end-user price of energy», — admitted Mr. Satkaliyev.
Optimization for the purpose of development
«Samruk-Energo» JSC plans to offer its stock in the exchange next year. «In 2015 we plan to do the IPO, with a rather interesting package both for individual and portfolio investors, we will place about 20–25 percent of companies stock. Prior to IPO we will have tremendous work to do. This is primarily concluding the whole block of privatization of our assets. All 11 assets, included in privatization program, should be sold to private sector. The final value of the company for IPO will be identified based on the assets, which will be left in the company, their revenues and costs»,— explained Almasadam Satkaliyev.

We will remind you that based on the Task of the Head of the State the Government initiated second stage of privatization. Within the framework of its implementation the sole shareholder — «Samruk-Kazyna» SWF has approved the list of organizations and assets of «Samruk-Energo» group of companies, which are subject to sale to the market environment. In «Samruk-Energo» group of companies in 2014 the following will be put for sale: 50% of shares of «Zhambyl GRES» JSC; 100% shares of «Aktobe TPP» JSC; 100% of shares of «EK distribution energy company» JSC; 100% of participation share in «Shygysenergotrade» LLP; 75% + 1 share of «Mangystau energy distribution company» JSC, and next year – the enterprises of Almaty energy complex («Alatau Zharyk Company» JSC, «AlES» JSC, «AlmatyEnergoSbyt» LLP). The revenues from sale of the assets will be used for core business development, including gradual increase of generating capacities through implementation of large investment projects. The main task of the company is still creation of reliable energy basis for new opportunities and sustainable development of Kazakhstan’s economy.
