Public Council

The Public Council of Samruk‑Kazyna JSC is a consultative, advisory and supervisory body whose objectives include protecting the interests of civil society, fostering constructive dialogue, and gathering and considering public opinion. The Council carries out public monitoring of the Fund’s strategies and development plans and formulates recommendations for their improvement.

The scope of the Council's activities includes research, preparation of information and analytical materials and development of proposals on further development of corporate governance and human resources of the Fund. 


In addition, the Council conducts comprehensive analysis and develops conceptual approaches to economic policy, as well as provides recommendations on further improving the activities of portfolio companies and enhancing management efficiency.

Over the years of its operation, the Council, complementing the activities of the Board of Directors and the Management Board, has become an important element of the transparency system of Samruk‑Kazyna JSC.

How the Public Council works

Meetings of the Fund's Public Council take the form of hearing reports on the activities of the Fund and its national companies, which provides an effective mechanism of public control.

During the hearing reports, the Chairman of the Public Council and the Managing Director responsible for the item under consideration provide opening remarks, while the main presentation is delivered by the head of the respective company (in certain cases, by a Managing Director of the Fund). Following the results of the hearing, decisions are made with proposals to improve the work of the Fund and its companies.

The Chairman and members of the Public Council are a qualified group of experts from various entrepreneurial, economic, finance, corporate governance, media, construction, social and ESG fields. This composition ensures a comprehensive and balanced approach to the consideration of key issues.

External experts, opinion leaders, public figures and other stakeholders are invited to each meeting of the Public Council. This approach facilitates deeper analysis and comprehensive consideration of key topics and initiatives underlying the work of the Fund and its portfolio companies.

Also, within the framework of the activities of the Public Council of Samruk-Kazyna JSC, open accreditation for mass media representatives is carried out. This approach ensures transparency of the Council's work and provides an opportunity for the general public, including journalists and media organisations, to receive direct information on the progress and results of meetings, as well as on key initiatives and projects of the Fund.

Involvement of external experts and media representatives ensures openness and constructive dialogue with the society, which strengthens the understanding and support of the public in the implementation of socially significant projects of the Fund.

In December 2024, the term of office of the Public Council expired, and the new composition approved in February 2025 ensured the stable and effective operation of the Council throughout 2025.

Outcomes 2025

The Public Council of Samruk-Kazyna JSC continued active work on ensuring transparency, accountability and strengthening public control over the activities of the group of companies of the Fund.

In accordance with the approved plan, nine meetings of the Public Council were held in 2025. The meetings reviewed issues related to the activities of the Fund and its portfolio and subsidiary companies, including the implementation of investment projects, companies’ financial and production performance, measures to improve efficiency, preparation for the autumn‑winter period, implementation of the Year of Working Professions, and the “Comfortable Schools” project.

Reports of portfolio companies were presented and heard, including QazaqGaz JSC, NC KazMunayGas JSC, NAC Kazatomprom JSC, Samruk Kazyna Trust Foundation, Samruk‑Kazyna Construction JSC, Samruk‑Energo JSC, KEGOC JSC, and others, with their plans and performance results analysed.

The meeting format included presentations, analytical reports, question‑and‑answer sessions, as well as subsequent discussions aimed at developing coordinated recommendations.

Plans for 2026

The Public Council will continue its work to strengthen transparency and accountability in the Fund’s activities, as well as to further develop effective dialogue between the Fund, the expert community and representatives of the public.

Among the key priorities, it is planned to hold a dedicated meeting focused on issues of corporate social responsibility of the Group’s companies.

A separate block of work will be devoted to reviewing financial results and assessing the effectiveness of the Fund’s activities. The Council also intends to consider issues related to the introduction of artificial intelligence and the digital transformation of the Group, as well as to discuss companies’ preparation for the autumn‑winter period and further improvement of procurement activities.
