Personnel Management

Personnel management in the Group of companies of the Fund is in line with the Personnel Policy of Samruk-Kazyna JSC approved by the decision of the Board of Directors of the Fund dated 14 December 2022 (hereinafter – the Personnel Policy). The Personnel Policy was developed in line with international practices, reflects the interests of employees of the Group of Companies of the Fund and is aimed at meeting the needs of the Group of Companies of the Fund in qualified, competent and motivated personnel, as well as creating the necessary working conditions and a favourable environment for employees of the Group of Companies of the Fund.

In accordance with the Personnel Policy, one of the conditions for the realisation of the task of personnel recruitment in the Group of the Fund is to ensure inclusiveness in attraction and selection: non-discrimination on national, gender, age and other grounds.

Issues of gender equality and women's empowerment are a priority for Kazakhstan, and the Fund actively supports these initiatives.

In 2025, women accounted for 10% of the Management Boards of the Fund Group companies and 17% of Supervisory Boards, Boards of Trustees and Boards of Directors.

At the same time, recognising its social responsibility to society, the Fund launched the “Samruk Umiti” and “Talimger” projects. These programmes are aimed at creating real employment opportunities for orphans and graduates of orphanages. Support was provided to 100 children from the Pavlodar and East Kazakhstan regions, of whom 39 are currently studying in colleges, while 107 orphanage graduates have been employed by the Fund Group companies.

At the same time, realising its social responsibility to society, special attention is paid to the employment of people with disabilities in the group of companies of the Fund. The number of persons with disabilities in employee relations with the portfolio companies of the Fund at the end of 2025 was 3,044 people.

In the reporting year, more than 160,000 employees of the Fund's Group of companies underwent training, thereby improving their qualifications.

More than 10,000 engineers and young professionals enhanced their competencies through the Bastau, Orleu and Zheti Qadam programmes. The Fund’s specialists secured 15 prize‑winning places at the international AtomSkills and Hi‑Tech‑2025 championships.

As part of efforts to strengthen cooperation between portfolio companies and educational institutions, approximately 100 memoranda of understanding were signed with leading universities and colleges. Notable examples of such collaboration include Kazakhtelecom’s partnership with Woosong University, Kazatomprom’s cooperation with the Kazakhstan‑British Technical University (KBTU), and the establishment of a training and production site at the Atyrau University of Oil and Gas in partnership with KazMunayGas. To date, more than 10,000 students are undertaking dual education programmes and internships within the Fund Group companies.
