Occupational Safety
In accordance with the Strategy for the Development of the Occupational Safety Management System of Samruk‑Kazyna JSC for 2024–2028 and the Industrial Safety Action Plan of Samruk‑Kazyna JSC for 2025, work to advance occupational safety in 2025 was structured around four key focus areas.
1. People: Enhancing Safety Culture
During the reporting period, a comprehensive assessment of industrial safety performance indicators over the past five years was conducted. The study made it possible to systematise the key factors contributing to serious and fatal incidents and to refine the risk profile of the most vulnerable categories of employees.
To measure progress in the development of safety culture, a survey of managers was conducted. The average Safety Culture Index (SCI) across the Fund Group reached 89%, exceeding the 2024 level (87%).
The results obtained form a basis for further development of a risk‑based approach, enhancement of personnel qualifications and strengthening of partnership engagement with contractors, contributing overall to the reinforcement of safety culture at the Fund Group level.
2. Equipment Operational Safety
With the participation of portfolio companies, cross‑audits of the Fund Group enterprises were conducted in 2025, during which more than 1,200 non‑compliances were identified. All identified issues were addressed in accordance with the approved corrective action plans.
In accordance with the Technical Re‑Equipment Plans, monitoring of the replacement of equipment posing a risk to the life and health of personnel was carried out. As part of these efforts, more than 13,000 technical devices were replaced, 170 units of motor and specialised vehicles were procured, and 116 buildings and facilities underwent major repairs.
3. Emergency Prevention
Emergency response and fire safety drills are conducted on a regular basis at hazardous production facilities and in administrative buildings to ensure a high level of preparedness for emergency situations. The Fund participated in a training exercise on the safe passage of spring floods at the Shulbinsk Hydropower Plant, as well as in a simulated emergency response exercise at CASPI BITUM LLP.
Portfolio companies carried out 327 inspections of emergency rescue and non‑state fire services, conducted 284 emergency drills at hazardous production facilities, 597 drills in administrative buildings and 33 drills at rotational (camp‑based) facilities.
4. Information and Outreach Activities
Throughout the year, extensive information and awareness‑raising activities were conducted, including publication of articles, development and demonstration of video materials, placement of posters, as well as open‑day events and master classes for employees’ children. In 2025, the following initiatives were implemented:
- addresses by the Chairs of the Management Board of the Fund and portfolio companies were published;
- forums were organised in six portfolio companies, including participation of contractor employees;
- more than 530 letters of appreciation were sent to family members of employees actively involved in safety initiatives;
- over 120 open‑day events were held for employees’ families;
- an Industrial Safety Olympiad was organised with participation of 10 finalists from portfolio companies.
As a result of joint initiatives with portfolio companies, the total number of injured persons decreased by 27% in 2025 compared to 2024, while the Lost Time Injury Frequency (LTIF) was 0.12.
Plans for 2026 and Digital Tools
In 2026, the Fund will continue the consistent development of the industrial safety system across the above‑mentioned areas, adding a new focus area - the application of artificial intelligence to prevent accidents, fires and occupational incidents.
To enhance operational efficiency, an industrial safety chatbot assistant has been developed and launched in pilot industrial operation. The chatbot is designed to reduce the time required to identify safe solutions and contains more than 48,000 regulatory legal acts of the Republic of Kazakhstan from the «Adilet.kz», legal information system, as well as over 340 internal regulatory documents of the Fund’s portfolio companies.
- In accordance with the Strategy for the Development of the Occupational Health and Safety Management System of Samruk-Kazyna JSC for 2024–2028, LTIF (Lost Time Injury Frequency) is the number of the company’s employees injured in accidents with loss of working capacity, classified as severe occupational injuries according to the conclusion on the severity of the occupational injury (including fatalities), multiplied by 1 million man-hours and divided by the total number of man-hours worked over 12 reporting months.
